each week for two (2) successive weeks BEGINNING THIRTY
DAYS PRIOR TO THE HEARING. A copy of the proposal or
a fair summary of the proposal shall be included in the notice.
(4) THE PROVISIONS OF THIS SECTION SHALL NOT
APPLY TO ANY ACT, ORDINANCE, RESOLUTION, OR
AMENDMENT THERETO THAT SHALL BE DECLARED TO
BE AN EMERGENCY MEASURE NECESSARY FOR THE IM-
MEDIATE PROTECTION OR PRESERVATION OF THE
SAFETY, HEALTH, OR WELFARE OF THE PUBLIC, AND
ADOPTED BY A VOTE OF NOT LESS THAN TWO-THIRDS
OF ALL THE MEMBERS OF THE BOARD OF COUNTY
COMMISSIONERS.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

(House Bill 134)
AN ACT to repeal and re-enact, with amendments, Section 56 of
Article 2B of the Annotated Code of Maryland (1967 Supple-
ment), title "Alcoholic Beverages," subtitle "Application for Li-
cense," to provide for the repeal of the requirement that in Prince
George's County ten (10) citizens who vote and own real estate
in the precinct and election district of the applicant's proposed
location sign the application.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 56 of Article 2B of the Annotated Code of Maryland
(1967 Supplement), title "Alcoholic Beverages," subtitle "Applica-
tion for License," be and the same is hereby repealed and re-enacted,
with amendments, to read as follows:
56. Same—County licenses.
Except as otherwise provided in this subtitle, every new applica-
tion for a license shall be made to the board of license commissioners
or the clerks of court upon forms prescribed by the Comptroller and
sworn to by the applicant. Every application for a license shall con-
tain the following statements:
(1) The class of license desired;
(2) The name and residence of the applicant and how long he
has resided at that address;
(3) A statement that the applicant is a citizen of the United
States;
(4) A statement that the applicant has been for two years next
preceding the filing of his application a resident of the county or
of the City of Baltimore in which he proposes to operate under
the license applied for;
