313. Admission of inebriates and alcoholics to private and public
hospitals.
The Division of Alcoholism Control shall promote the intent of the
Legislature that inebriates and alcoholics be admitted to and treated
in private and public hospitals without discrimination. The Division
may make recommendations to the Governor and the Legislature for
such legislation as it deems appropriate to accomplish this policy.
314. Training of professional and nonprofessional alcoholism
workers.
The Division of Alcoholism Control shall be responsible for organ-
izing and fostering training programs for professional and nonpro-
fessional workers with regard to intoxication and alcoholism.
315. Education about and prevention of alcoholism.
The Division of Alcoholism Control shall be responsible for a com-
prehensive program of education of the general public about and
prevention of alcoholism. The Division shall coordinate its activities
under this section with all appropriate public and private agencies
and groups, including manufacturers of alcoholic beverages.
316. Reports of the Division of Alcoholism Control.
(a) The Division of Alcoholism Control shall submit an annual
report to the Department which shall be forwarded to the Legisla-
ture and the Governor and shall be made public. It shall also submit
such additional reports as may be requested by the Department, the
Governor, or the Legislature.
(b) The Division shall maintain a continuing evaluation of its
programs and shall conduct pilot and demonstration projects to
improve its programs. It shall from time to time submit to the
Department, and may submit to the Legislature and the Governor,
recommendations to further the rehabilitation of chronic alcoholics,
prevent the excessive and abusive use of alcoholic beverages, and
promote moderation.
(c) The Division shall prepare and publish materials, data, infor-
mation, and statistics that relate to the problems of intoxication and
alcoholism in the State and that may be used in a program of public
education directed toward the prevention of the excessive and
abusive use of alcoholic beverages.
COMPREHENSIVE INTOXICATION AND ALCOHOLISM
CONTROL PLAN

(a) The Division of Alcoholism Control shall proceed immediately
to develop a detailed and comprehensive intoxication and alcoholism
control plan for the State, covering all counties, cities, and other
municipal subdivisions, to implement the objectives and policies of
this Act.
402.
(a) The Division, in developing this comprehensive plan, shall
consult and collaborate with public and private departments, agen-
cies, institutions and organizations in this State. This shall include,
but not be limited to, State and local governmental departments and
