penses of securing administrative, appraisal, economic analysis, en-
gineering, planning, designing, architectural, surveying, and other
professional services; and doing any and all things necessary, proper
or expedient in connection with or pertaining to any or all of the
matters or things hereinbefore mentioned; authorizing said munici-
pality to submit an ordinance or ordinances for said purpose to the
legal voters of Baltimore City, and providing generally for the is-
suance and sale of said certificates of indebtedness.

Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 961 and am returning
it to you.
This bill would authorize the Mayor and City Council of Balti-
more to create a debt not to exceed six million five hundred thousand
dollars. The measure is a duplicate of Senate Bill 446, which has
been signed into law and is now Chapter 561 of the 1968 Laws of
Maryland.

House Bill No. 962—Baltimore City—Bonds
AN ACT to authorize the Mayor and City Council of Baltimore
to create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding one million two
hundred thousand dollars ($1,200,000.00), the proceeds derived from
the sale of the certificates of indebtedness to be used for the purpose
of extending, improving and modernizing the lighting system used
for the illumination of the highways, streets, alleys and other public
ways in the City of Baltimore, including, but not limited to, the con-
version of ornamental incandescent residential street lighting units
and facilities to other units and facilities, and the acquisition, in-
stallation and erection of any and all materials, equipment, lighting
units, structures and facilities needed to properly illuminate the afore-
mentioned public ways, and for doing any and all things necessary,
proper or expedient in connection with or pertaining to any or all
of the matters or things herein mentioned; authorizing said munici-
pality to submit an ordinance or ordinances for said purpose to the
legal voters of Baltimore City, and providing generally for the issuance
and sale of said certificates of indebtedness.
