This bill would reduce the total amount of debt which the Mayor
and City Council of Baltimore are authorized to create under Chapter
9 of the 1944 Laws of Maryland. The measure is a duplicate of Senate
Bill 450, which has been signed and is now Chapter 565 of the 1968
Laws of Maryland.

House Bill No. 941—Baltimore City—Debt
AN ACT to reduce the total amount of debt which the Mayor and
City Council of Baltimore is authorized to create under the terms
and provisions of Chapter 212 of the Laws of Maryland of 1961, as
amended by Chapter 10 of the Laws of Maryland of 1962 (Special
Session), from the amount of five million dollars ($5,000,000.00) to
an amount not exceeding four million dollars ($4,000,000.00), and
providing that nothing in this Act shall change, alter, modify or
release: (a) any of the terms and provisions of said Chapter 212,
as amended, except in the manner and to the extent set forth in
this Act; (b) any of the obligations or liabilities which said mu-
nicipality has incurred or may incur under the terms and provisions
of any certificates of indebtedness which said municipality has here-
tofore issued and sold pursuant to said Chapter 212, as amended, and
a certain ordinance; and (c) any of the power and authority vested
in said municipality to hereafter issue and sell its certificates of
indebtedness in accordance with the terms and provisions of said
Chapter 212, as amended, and a certain ordinance.

In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 941 and am returning
it to you.
This bill would reduce the total amount of debt which the Mayor
and City Council of Baltimore are authorized to create under Chapter
212 of the 1961 Laws of Maryland. The measure is a duplicate of
Senate Bill 451, which has been signed and is now Chapter 566 of
the 1968 Laws of Maryland.
