Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 765 and am returning
it to you.
This bill would reduce the probationary period for certain State
employees from six months to ninety days. Several of the heads of
some of the larger Executive departments have contacted my office to
express their opposition to the measure. The Commissioner of Per-
sonnel informs me that he does not "oppose" the bill, but points out
that the Personnel Advisory Council recommends that the present
period be retained. Since this controversy exists and because this is
only one aspect of the larger problem of employees' relations with
the Government, the bill should be studied further before it becomes
law.
I am asking the Task Force on Government Employees' Labor
Relations to consider this question along with the others presented
to them. Changes such as the one proposed in this bill can be better
assessed after a long, hard look at the entire area in order to avoid
piecemeal approaches which do not fit well into the final overall
solution.

House Bill No. 770—Dump Trucks
AN ACT to repeal and re-enact, with amendments, Section 81 (f)
(2) of Article 66˝ of the Annotated Code of Maryland (1967 Re-
placement Volume and 1967 Supplement), title "Motor Vehicles" sub-
title "Administration—Registration—Titling" to remove the provi-
sions from the Article on "Motor Vehicles" that a vehicle registered
for "dump service" plates be subject to all restrictions of said Article
if such vehicle is being operated for the hauling of loose materials
in bulk beyond a radius of forty (40) miles or for the hauling of
materials other than loose materials in bulk, RELATING TO THE
SPEED OF SUCH VEHICLES.
