Whereas, a sizeable sum of money has accrued to the Taxing
Area as a result of said tax, together with the income derived from
the "Distribution of Income Tax Revenue to the Subdivisions of
Maryland"; and
Whereas, it is provided by Chapter 314, Acts of 1966, that "Any
surplus monies held by the Citizens' Committee after making pro-
vision for lights from whatever source derived, may be expended
for contributions to voluntary fire departments providing protection
to the Mt. Savage Special Tax Area community; constructing and
maintaining community playgrounds and other recreational and play
areas, constructing and enlarging additional facilities and equipment
for the water supply and distribution system, and providing other
community projects and services as needed or desired by the citizens
of the Mt. Savage Special Tax Area";
Whereas, it is further provided that "The Citizens Committee also
may provide, by contract or otherwise, for several community proj-
ects and services listed in the preceding paragraph"; and
Whereas, protests have been made by citizens of the Area relative
to there being no need of an assessment when ample surplus is on
hand; and requests that the Citizens Committee hold at least one
public meeting per quarter; that a detailed financial statement be
published annually; that the boundaries of the Area be amended;
that the bylaws be promulgated; that a meeting be held at least two
weeks prior to the election of members to the Citizens Committee;
and
Whereas, a request has been made to the Allegany County Dele-
gation to the General Assembly that amendments be made to the
Mt. Savage Taxing Area law to bring about the aforementioned
changes; now, therefore be it
Resolved by the General Assembly of Maryland, That the Citizens'
Committee of Mt. Savage Tax Area meet with citizens of the area
who are desirous of changing the Law, so that mutually agreed on
recommendations, if any, can be made to the Allegany County
Delegation prior to the convening of the 1969 regular session of the
General Assembly, and be it further
Resolved, That copies of this resolution be mailed to Colen Bowers,
Chairman of the Citizens' Committee; Colen Barth, John Crump,
James Brannon and Raymond Himmelright, members of the Citizens'
Committee, and to James D. Smith, all of Mt. Savage, Maryland.
