(Senate Joint Resolution 13)
Senate Joint Resolution requesting the General Assembly to express
support of the United States Military Commitment PERSONNEL
AND TREATY OBLIGATIONS in South Vietnam AND TO
ENCOURAGE NEGOTIATIONS FOR HONORABLE PEACE
IN THAT STRUGGLE.
Whereas, The United States military requirements are dictated
by two fundamental realities: One, continue to counter aggression
in South Vietnam and, two, meet changing threats to our freedom
and security elsewhere; and
Whereas, There are over 500,000 American Armed Forces Per-
sonnel stationed in South Vietnam to fight a limited war in an
attempt to prevent a larger war almost certain to follow if the Com-
munists succeed in overrunning South Vietnam by aggression and
force; and
Whereas, United States Armed Forces are in Vietnam because
we and our Allies are committed by the SEATO Treaty to "act to
meet the common danger" of aggression in Southeast Asia; and
Whereas, The people of South Vietnam have as much right to
remain non-Communist—if that is what they choose—as North Viet-
nam has to remain Communist; and
Whereas, We are in Vietnam because the United States Congress
has pledged by solemn vote to take all necessary measures to prevent
further aggression; now, therefore, be it
Resolved by the General Assembly of Maryland, That it is the
sense of this body to express their support for the commitment the
United States is making MILITARY PERSONNEL AND TREATY
OBLIGATIONS in Vietnam AND FURTHER TO ENCOURAGE
NEGOTIATIONS FOR HONORABLE PEACE IN THAT STRUG-
GLE; and be it further
Resolved, That copies of this resolution be sent to the President
of the United States, the President of the U. S. Senate, the Speaker
of the U. S. House of Representatives, and to the Maryland Delega-
tion in Congress.
