SPIRO T. AGNEW, Governor                      1587

Assembly with respect to the office of fiscal officer of Harford
County.

Whereas, The General Assembly by Chapter 492 of the Acts of
1966 created as a part of the office of the Director of Administration
of Harford County, a Division of Fiscal Management; and

Whereas, The Division of Fiscal Management is headed by a
fiscal officer who is appointed by the County Commissioners and who
has such duties and functions as the Director of Administration may
assign to him; and

Whereas, The legislative act in Section 205 (d) further provides
that the fiscal officer shall be a person who is experienced and skilled
in problems of bookkeeping and accounting, governmental finance,
fiscal matters and financial methods and procedures; and

Whereas, The government of Harford County is a large business
and the General Assembly intended that the fiscal officer possess the
qualifications necessary to manage the fiscal affairs of a large busi-
ness; and

Whereas, It is desirable to call to the attention of the County
Commissioners their failure to implement the intention of this legis-
lation and to urge the prompt appointment to the position of fiscal
officer of a person meeting the qualifications fixed by law; now,
therefore, be it

Resolved by the General Assembly of Maryland, That the Board
of County Commissioners of Harford County is urged to implement
the intention of the General Assembly in regard to filling the position
of fiscal officer of Harford County; and be it further

Resolved, That copies of this Resolution are sent to the Members
of the Board of County Commissioners of Harford County and to the
Director of Administration of the County.

(Senate Joint Resolution 66)

Senate Joint Resolution requesting the County Commissioners of
Harford County to review the Montgomery County program for
sediment control to determine the desirability of making such
requirements effective in Harford County.

Whereas, The problems of soil erosion at construction projects
in subdivisions creates a serious form of stream pollution; and

Whereas, For the purpose of combating this problem, the County
Council of Montgomery County on June 29, 1965, adopted a Mont-
