due the City of Baltimore, and the Treasurer of the State of Mary-
land, upon receipt of said warrants shall immediately pay the
amounts due to the City of Baltimore and the respective boards of
education.

If for any year the appropriation for the school building construc-
tion fund is insufficient to pay all costs due therefrom, all eligible
projects shall be reduced proportionately and any such reduction
shall be included in the next State appropriation and any payments
so withheld shall be made.

Sec. 2. And be it further enacted, That this Act shall take effect

July 1, 1968.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THE ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

CHAPTER 126
(Senate Bill 249)

AN ACT to repeal and re-enact, with amendments, Section 184 (a)
of Article 56 of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1967 Supplement), title "Licenses," subtitle
"Public Passenger and Freight Motor Vehicles," amending the
public licensing laws in order to correct an erroneous fee therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 184 (a) of Article 56 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1967 Supplement), be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:

184.

(a) For each passenger motor vehicle registered upon applica-
tion as provided by the preceding sections of this subtitle an annual
fee shall be paid to the Commissioner of Motor Vehicles for certifi-
cates of registration issued by him, of $50 a registration year for
each vehicle where the designed capacity thereof does not exceed 20
passengers, [$10.00] $100.00 a registration year for each vehicle
where the designed capacity thereof does not exceed thirty-one (31)
passengers, $135.00 a registration year for each other two-axle
motor vehicle and $210.00 a registration year for each three-axle
motor vehicle, such fees to be paid in full for certificates of registra-
tion issued on or between the first day of May and the last day of
October in each and every registration year and such fees to be paid
