1578                            JOINT RESOLUTIONS

Whereas, In past years the same citizens of Harford County
have been asked to serve from time to time on boards and agencies
of the county by appointment of the County Commissioners and they
have often been appointed to serve on more than one board or agency;
and

Whereas, During these years those citizens who have served on
county boards and agencies have had more responsibility placed
upon them than the county should ask of its citizens; and

Whereas, Harford County is growing rapidly in population and
this growth causes a need for greater and broader citizen participa-
tion in county government; and

Whereas, The participation in county affairs of citizens with
special knowledge who have not previously served the county ought
to be encouraged; and

Whereas, Such broadened citizen participation will provide serv-
ices for and attention to some of the problems of the rapidly expand-
ing areas of the county; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Board
of County Commissioners of Harford County is urged to give con-
sideration to broader citizen representation in appointments to
county boards and agencies; and be it further

Resolved, That copies of this Resolution are sent to the members
of the Board of County Commissioners of Harford County.

(Senate Joint Resolution 4)

Senate Joint Resolution to request the Governor of Maryland to
appoint a Commission to study the guardianship problems posed
by the mentally retarded and the handicapped, THE HANDI-
CAPPED, AND THOSE ELDERLY PERSONS NOT SUFFI-
CIENTLY ALERT TO HANDLE THEIR OWN PERSONAL
AND FINANCIAL AFFAIRS YET NOT SERIOUSLY ENOUGH
DERANGED TO BE COMMITTED, and the State's role therein.

Whereas, One of the most poignant and challenging questions
posed by the parents of retarded and other seriously handicapped
youngsters is "What will happen to my child when I am no longer
able to care for him?"; and

WHEREAS, CONVERSELY, NEXT OF KIN OF SENILE
OLDER PERSONS HAVE THE SAME CONCERN FOR THEIR
ELDERS WHO ARE NOT CAPABLE OF HANDLING THEIR
