subtitle "Community Colleges"; and to add new Subsections (e),
(f), and (g) to Section 304 of said Article and subtitle, to follow
immediately after Section 304(d) thereof; to provide a system
of permitting students to attend colleges in different political sub-
divisions with inter-subdivision reimbursement of the costs thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 304(d) of Article 77 of the Annotated Code of Mary-
land (1965 Replacement Volume and 1967 Supplement), title "Public
Education," subtitle "Community Colleges," be and it is hereby re-
pealed and re-enacted, with amendments, and that new Subsections
(e), (f), and (g) be and they are hereby added to Section 304 of
said Article to follow immediately after Subsection (d) of Section
304, all to read as follows:
304.
(d) Students from outside the State of Maryland who attend a
community college or regional community college shall pay a full
fee which covers the one-third share of the State and also the one-
third share of the political subdivisions in addition to the regular
fees and charges for students. Out-of-county or out-of-region (or
city) students from Maryland who attend a community college or
regional community college shall pay two-thirds of a full fee, which
includes the one-third share of the political subdivisions in addi-
tion to the regular fees and charges for students. Students residing
in one political subdivision or region may attend a community
college or regional community college in another subdivision or
region where such community college offers a program which is not
reasonably accessible to such students in their own subdivision or
region; provided, however, that (1) [Any] each political subdivision
[which does not operate a community college or regional community
college under the provisions of this subtitle may] shall MAY levy and
appropriate funds to pay the one-third share of the political sub-
divisions for its residents who attend a community college [or re-
gional community college for] in another political subdivision or
region; . and (2) the State Superintendent of Schools may take rules
and regulations concerning the attendance of students in community
colleges in political subdivisions or regions other than those of
their residence, and the amounts and methods of payments by their
resident subdivisions.
(e) The chief fiscal officer of each political subdivision shall,
upon application and submission to him of satisfactory evidence,
issue to any person desiring to enroll in a community college as a
nonresident student a certificate of residence showing that said per-
son is a resident of said subdivision. If the chief fiscal officer of a
political subdivision refuses to issue such a certificate on the ground
that the person applying therefor is not a resident of such sub-
division, the person applying may appeal to the State Superin-
tendent of Schools. The State Superintendent of Schools shall make
a determination after hearing, upon ten day's notice to such chief
fiscal officer of the subdivision, and such determination shall be final
and binding on the subdivision. Such person shall, upon his regis-
tration for each college year, file with the college such a certificate
of residence issued not earlier than two months prior thereto, and
