ence of the Act creating the Carroll County Governmental Study
Commission
TO PROVIDE FOR FILLING OF VACANCIES ON
THE CARROLL COUNTY GOVERNMENTAL STUDY COM-
MISSION, TO PERMIT AN INCREASE IN THE SIZE OF THE
COMMISSION'S MEMBERSHIP, TO ASSIGN AN ADDI-
TIONAL RESPONSIBILITY TO THE COMMISSION CONTIN-
GENT UPON RATIFICATION OF THE PROPOSED CONSTI-
TUTION, TO EXTEND THE DATE OF SUBMISSION FOR THE
COMMISSION'S REPORT, AND TO EXTEND THE EXIST-
ENCE OF THE ACT CREATING THE COMMISSION AND
DECLARING THIS ACT TO BE AN EMERGENCY MEASURE.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY
OF MARYLAND, THAT SECTIONS 37A(A), 37A(B) AND 37A
(D) OF THE CODE OF PUBLIC LOCAL LAWS OF CARROLL
COUNTY (1965 EDITION, BEING ARTICLE 7 OF THE CODE
OF PUBLIC LOCAL LAWS OF MARYLAND) AS SECTIONS
WERE ENACTED BY CHAPTER 421 OF THE LAWS OF MARY-
LAND OF 1966, ARE HEREBY REPEALED AND RE-ENACTED
WITH AMENDMENTS TO READ AS FOLLOWS:

37A.

(A)    THE CARROLL COUNTY GOVERNMENT STUDY COM-
MISSION IS HEREBY CREATED FOR THE PURPOSE OF
STUDYING AND MAKING RECOMMENDATIONS CONCERN-
ING THE STRUCTURE OR FORM OF THE GOVERNMENT OF
CARROLL COUNTY. THE COMMISSION SHALL BE COM-
POSED OF FIFTEEN (15) PERSONS WHO SHALL SERVE
WITHOUT COMPENSATION. COMMISSION MEMBERS SHALL
BE SELECTED AND APPOINTED BY THE JOINT ACTION OF
THE BOARD OF COUNTY COMMISSIONERS AND THE STATE
SENATOR AND MEMBERS OF THE HOUSE OF DELEGATES
ELECTED FROM THE COUNTY. ONE OF THE PERSONS SO
SELECTED SHALL BE DESIGNATED BY THE APPOINTING
AUTHORITIES AS CHAIRMAN OF THE COMMISSION. IN
APPOINTING THE MEMBERS OF THE COMMISSION, THE
APPOINTING AUTHORITIES SHALL ENDEAVOR TO SELECT
THOSE WHOSE DEVOTION OF THE COUNTY AND ITS
PEOPLE, WHOSE KNOWLEDGE OF GOVERNMENT AND
SENSE OF HISTORICAL PERSPECTIVE AND WHOSE EDUCA-
TION AND EXPERIENCE ESPECIALLY EQUIP THEM FOR
MEMBERSHIP ON THE COMMISSION AND WILL ASSURE
THAT THE COMMISSION REFLECTS THE SEVERAL INTER-
ESTS AND REGIONS OF THE COUNTY. IN ADDITION TO THE
FIFTEEN (15) MEMBERS HEREIN PROVIDED, THE COUNTY
COMMISSIONERS, STATE SENATOR AND MEMBERS OF THE
HOUSE OF DELEGATES SHALL SERVE EX-OFFICIO, NON-
VOTING MEMBERS OF THE COMMISSION AND RENDER AD-
VISORY ASSISTANCE THERETO. ANY VACANCIES ON THE
COMMISSION SHALL BE FILLED BY THE APPOINTING
AUTHORITIES AND THE APPOINTING AUTHORITIES MAY
INCREASE THE MEMBERSHIP TO NOT MORE THAN
TWENTY-ONE (21) PERSONS.

(B)    THE COMMISSION SHALL EXAMINE THE EXISTING
STRUCTURE AND FORM OF THE COUNTY GOVERNMENT
