this subsection; (2) has determined that the project for which
funds have been requested is needed for the industrial and economic
growth of Baltimore City; and (3) approves all of the terms and pro-
visions of such purchase or disposition; and for doing any and all
things necessary, proper or expedient in connection with or pertain-
ing to any or all of the matters or things hereinbefore mentioned.

Sec. 4. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 741
(House Bill 970)

AN ACT to add new Subsection 710A(c) to Article 66C of the
Annotated Code of Maryland (1967 Replacement Volume and 1967
Supplement), title "Natural Resources," subtitle "Oysters and
Clams," to follow immediately after Subsection 710A(b) thereof,
to follow immediately after Subsection 710 (b) thereof, to add
certain areas to those which cannot be leased for the purpose
of cultivation of oysters, with certain exceptions.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Subsection 710A(c) be and it is hereby added to Article
66C of the Annotated Code of Maryland (1967 Replacement Volume
and 1967 Supplement), title "Natural Resources," subtitle "Oysters
and Clams," to follow immediately after Subsection 710A(b)
thereof, and to read as follows:

(c) From and after July 1, 1968, the Department of Chesapeake
Bay Affairs, notwithstanding any other provisions of this Article,
shall not lease any of the submerged areas in this State in the tide-
water tributaries in Charles County, with the exception of the Pa-
tuxent River for the purpose of the cultivation of oysters; nothing
in this subsection shall be construed to affect or apply to any existing
valid lease made prior to and effective on July 1, 1968.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.
