OF SAID ACTS, AND THE VALIDITY OF SAID BONDS IS
HEREBY RATIFIED, CONFIRMED AND APPROVED. THIS
ACT, BEING NECESSARY FOR THE WELFARE OF THE IN-
HABITANTS OF KENT COUNTY, SHALL BE LIBERALLY
CONSTRUED TO EFFECT THE PURPOSES HEREOF. ALL
ACTS AND PARTS OF ACTS INCONSISTENT WITH THE PRO-
VISIONS OF THIS ACT ARE HEREBY REPEALED TO THE
EXTENT OF SUCH INCONSISTENCY.

Sec. 8. And be it further enacted, That before this Act becomes

effective it shall first be submitted to a referendum of the legally
qualified voters of Kent County at the general election to be held in

November of 1968. There shall be printed on the ballots or voting
machine labels to be used at said election the title of this Act and

underneath said title, a square or box to the right of and opposite
the words: "For School Bond Issue" and a corresponding square or

box to the right of and opposite the words "Against School Bond

Issue" so that the voters of the county shall be able to designate his
or her decision for or against the provisions of this Act. If a
majority of the votes cast on this question shall before the provisions

of this Act then this Act shall become effective, but if a majority

of the votes cast on this question shall be against this provision then

the provisions of this Act shall be of no effect and shall be null and

void.

SEC. 9. AND BE IT FURTHER ENACTED, THAT, BEFORE
ANY BONDS SHALL BE ISSUED IN KENT COUNTY, UNDER
THE PROVISIONS OF THIS ACT, THE QUESTION OF SUCH
ISSUE SHALL FIRST BE SUBMITTED TO THE QUALIFIED
VOTERS OF SAID COUNTY AND APPROVED BY THE MAJOR-
ITY OF THE QUALIFIED VOTERS VOTING THEREON. SAID
ELECTION SHALL BE HELD AT THE SAME TIME AND IN
CONJUNCTION WITH THE BALLOTING AT THE GENERAL
ELECTION TO BE HELD IN NOVEMBER, 1968. THE BOARD
OF ELECTION SUPERVISORS OF KENT COUNTY ARE HERE-
BY AUTHORIZED AND EMPOWERED TO DETERMINE THE
MANNER FOR THE SUBMISSION OF ANY SUCH QUESTION
TO THE QUALIFIED VOTERS AND FOR VOTING THEREON,
AND FOR ASCERTAINING THE RESULTS. IN CONNECTION
WITH SAID ELECTION THERE SHALL BE PRINTED ON THE
BALLOT OR VOTING MACHINES TO BE USED AT SAID ELEC-
TION THE TITLE OF THIS ACT, AND UNDERNEATH SAID
TITLE ON SEPARATE LINES A SQUARE OR BOX TO THE
RIGHT OF AND OPPOSITE WITH THE WORDS "FOR SCHOOL
BOND ISSUE" AND A CORRESPONDING SQUARE OR BOX TO
THE RIGHT OF AND OPPOSITE THE WORDS "AGAINST
SCHOOL BOND ISSUE" SO THAT THE VOTERS SHALL BE
ABLE TO DESIGNATE BY A CROSS-MARK IN THE PROPER
SQUARE OR BOX INDICATED BY HAND OR VOTING
MACHINE, HIS OR HER DECISION FOR OR AGAINST SAID
SCHOOL BOND ISSUE. IF A MAJORITY OF THE VOTES CAST
IN SAID AREA IN SAID ELECTION SHALL BE "FOR SCHOOL
BOND ISSUE" THEN SAID BOND SHALL BE ISSUED IN AC-
CORDANCE WITH THE PROVISIONS OF THIS ACT, BUT IF
A MAJORITY OF VOTES CAST SHALL BE "AGAINST SCHOOL
BOND ISSUE", THEN THIS ACT SHALL BE OF NO EFFECT.
