AN ACT to repeal and re-enact, with amendments, Section 113 of
Article 81 of the Annotated Code of Maryland (1965 Replacement
Volume,) title "Revenue and Taxes," subtitle "Tax Sales," sub-
heading "Foreclosure of Rights of Redemption by Equity Suits,"
providing for the collusiveness of the decree rendered under the
provisions of this subtitle and placing a limitation on the time in
which the decree can be reopened on certain grounds and further
providing for the amount to be paid to redeem the tax sale prop-
erty if the decree is set aside under the terms hereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 113 of Article 81 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Revenue and Taxes," subtitle
"Tax Sales," subheading "Foreclosure of Rights of Redemption by
Equity Suits," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
113.
No application shall thereafter be entertained to reopen any final
decree rendered under the provisions of this subtitle except on the
ground of lack of jurisdiction or fraud in the conduct of the pro-
ceedings to foreclose; provided, however, that no reopening of any
final decree on the ground of lack of jurisdiction or constructive
fraud in the conduct of the proceedings to foreclose shall be enter-
tained unless the application therefor with regard to decrees here-
tofore rendered is made within one year following the effectived
date of this act and with regard to decrees hereafter rendered is
made within one year from the date of the final decree. If the final
decree of the court foreclosing all rights of redemption is set aside
on the ground of lack of jurisdiction or constructive fraud, the
amount required to redeem shall be the amount required by the pro-
visions of this subtitle, and in addition thereto, the reasonable value,
at the date the decree is set aside, of all improvements made on the
property by the purchaser and his successors in interest.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1968.

AN ACT to authorize and empower the County Commissioners of
Harford County, from time to time, to borrow not exceeding One
Million, Five Hundred Thousand Dollars, ($1,500,000) in order to
finance the construction, acquisition, and improvement of a county
governmental center, comprising capital facilities, buildings, and
