(b) Whenever possible and practical, the use of specialists in the
fulfillment of training needs will be made available to all departments
of the State government and agencies.
(11) Payment of Expenses
(1) Authorization for payment of Necessary Expenses of Train-
ing Departments are authorized:
(a) to pay all or any part of the salary, pay, or compensation
(excluding pay for overtime, holiday, and night differential) of each
employee who is selected and assigned for out-service training;
(b) to pay in advance or reimburse the employee for all or any
part of the necessary expenses of out-service training including the
necessary costs of:
(1) travel in accordance with the standard travel regulations;
(2) tuition and related fees;
(3) library and laboratory services;
(4) purchase or rental of books;
(5) other facilities or services directly related to the training of
the employee.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

(House Bill 786)
AN ACT to repeal and re-enact, with amendments, Sections 18-12,
18-13, 18-15 and 18-16, of the Code of Public Local Laws of Prince
George's County (1963 Edition and 1967 Supplement), being
Article 17 of the Code of Public Local Laws of Maryland title
"Prince George's County," subtitle "County Commissioners," to
define a governing body, to require the municipality to obtain
prior approval and consent of the governing body of an incor-
porated town or city before undertaking any Urban Renewal
project as defined in this Act within their territorial boundaries
and to further include within the urban renewal project the total
parcels of land, or any designated portion thereof severed by the
territorial boundaries of any two or more incorporated towns or
cities with their consent.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 18-12, 18-13, 18-15 and 18-16, of the Code of Public
Local Laws of Prince George's County (1963 Edition and 1967 Sup-
plement), being Article 17 of the Code of Public Local Laws of
Maryland title "Prince George's County," subtitle "County Commis-
sioners," be and they are hereby repealed and re-enacted, with
amendments, to read as follows:
