and commodities and to manage and dispose of same in whatever
manner may be required by federal law, and to take advantage of
the federal Social Security Act and any amendments and supple-
ments thereto, and any other federal act relating to [public wel-
fare] social services and public assistance.
[16.
The organization, rights, powers, duties, obligations and functions
of the department of public welfare of Baltimore City as prescribed
in Section 48 of Article VII of the Charter of Baltimore City, 1964
Revision, shall not be affected by this article, except as herein pro-
vided, and said department of public welfare in Baltimore City is
hereby vested with all the rights, powers, duties, obligations and
functions which are vested in the local welfare departments in the
counties under this article.]
18A.
(a) In Baltimore City and each of the counties, a sum equal to
ten cents on each hundred dollars of assessable property shall be
the maximum aggregate contribution required from each such local
government at any time under the several [public welfare] social
service or public assistance programs and activities to which this
section applies. This subsection is not to be construed to impose the
full amount of that maximum if otherwise it would not be required.
(b) This section applies to the following [public welfare]
social service or public assistance programs and activities: (1) pub-
lic assistance to the needy blind (with particular reference to Sec-
tions 20 and 27 of Article 30 of this Code); (2) old-age assistance
(with particular reference to Sections [10 and 17 of Article 70A of
this Code);] 72 and 79 of this Article); (3) general public as-
sistance; (4) aid to permanently and totally disabled; (5) child
welfare services; (6) aid to families with dependent children (with
particular reference to Section 56 of this Article); [(Article 88A
of this Code);] (7) any other [welfare] social service or public
assistance activity financed in whole or in part by funds of the State
or the federal governments; and (8) administrative, retirement and
social security expenses for [public welfare] social service em-
ployees (with particular reference to Sections [13(b) and 13(b-l)
of Article 88A of this Code).] 13(c) and 13(d) of this Article).
This section shall not apply to the program of general public assist-
ance to employables, the donable foods program and the federal
Food Stamp Act of 1964 or any amendments thereto, including rules
and regulations promulgated thereunder, provided, however, that
nothing contained herein shall be so construed as to compel any
county or the City of Baltimore to participate in said programs of
general public assistance to employables, donable foods or the fed-
eral food Stamp Act of 1964.
(c) The State Department [of Public Welfare] shall compute
regularly the aggregate tax rates imposed and probably necessary
to be imposed by Baltimore City and each of the counties for the
several programs and activities listed in subsection (b), and shall
notify the Governor thereof. A monetary sum representing any
portion of this aggregate for any such political subdivision which
would exceed a maximum as specified in subsection (a) shall be
