[(c) Responsibilities of local welfare directors.—Each local wel-
fare director has a general administrative responsibility to the State
Department of Public Welfare. Specifically, by way of example and
not in limitation, each local welfare director has the following basic
responsibilities:

(1)    Long-range and short-range planning for the functions and
objectives of the respective local welfare department;

(2)    Exercise of full administrative responsibility for the opera-
tions of the respective local welfare department;

(3)    Appointment of all personnel of the respective local welfare
department in the county involved, from State merit system lists
under the provisions of Article 64A of this Code; provided that the
appointment of the personnel of the department of public welfare
in Baltimore City shall be in accordance with the provisions of
Section 2 of this article;

(4)    Improvement of administrative and social-work practices
and procedures;

(5)     Submission of periodic reports and evaluations as required
by the State Department of Public Welfare; and

(6)     Submission of an annual report to the board of the respec-
tive local welfare department in the counties, and to the welfare
commission of the local welfare department in Baltimore City.

All local welfare directors shall have such other responsibilities
as may from time to time be required of them by them by the
State Department of Public Welfare or by other applicable laws,
rules and regulations.]

14. Local county [welfare] boards generally.

(a)     Composition; salaries and expenses; chairman.—The local
[welfare] department in each County shall have a board, appointed
as hereinafter provided and [hereinafter] herein referred to as the
local board. The local board shall be composed of eight members
until June 30, 1968 and of nine members thereafter. The members
shall receive no salary for their services, but their reasonable expenses
incurred in attending meetings or performing other official duties
shall be paid. Each local board shall select its own chairman on
July 1st of each year.

(b)    Ex officio member.—One member of each local board shall
be a member of the local governing authority of the county involved
and shall serve as an ex officio member of the local board. On July
1st of each year the local governing authority shall designate which
of its members shall so serve, and, in the event of a vacancy occur-
ring, shall designate another of its members to serve as the ex
officio member of the local board for the remainder of the unexpired
term.

(c)    Appointment and terms of members; vacancies.—The other
members of the local board shall be appointed by the local governing
authority from lists submitted by the State Department [of Public
Welfare], after approval by the State Board, which lists shall con-
tain twice the number of persons to be selected. In formulating such
lists, the State Department shall consult with the local governing
