ernor, with the approval of the Board of Public Works, is hereby
authorized and empowered to withhold, in whole or in part, further
payments to any such institution or agency out of current or future
appropriations, upon recommendation of the State Department if
in its judgment the facts warrant, and by budget amendment to
transfer any part of such appropriation so withdrawn to any other
institution or agency of a like nature, upon recommendation of the
State Department.
[(e) The State Department shall also investigate, from time to
time, the whole system of public and private institutions, organ-
izations and agencies of a charitable nature in this State, including
those which receive part of their income from this State, except
those placed by law under the supervision of another State agency.]
(e) Visiting Institutions.—The State Department shall have
further power to visit any State-aided institution, organization, or
agency engaged in social service or welfare activities, and thoroughly
to inspect the management, buildings and equipment thereof; but
such visits and inspections shall be made at reasonably convenient
hours and with reasonable regard to the established discipline, reg-
ulations and customs of the said institution, organization or agency.
[(f) Prior to the convening of each regular session of the Gen-
eral Assembly, the State Department shall furnish to the Governor
a report of its activities and of the condition of all charitable in-
stitutions, organizations and agencies, excepting hospitals, receiv-
ing financial aid from the State; and it shall make recommendations
as to appropriations for such institutions, giving its reasons there-
for as fully as may be practicable.]
(f) Designation of Agencies.—The State Department may, with
the approval of the State Board, designate existing agencies or
organizations within the State as its agents as may in its discretion
be desirable or necessary for the purpose of this article.
(g) Report to Governor.—Prior to the convening of each regular
session of the General Assembly, the State Department shall furnish
to the Governor a report of its activities.
4A.
(a) The State Department shall have an advisory council on
child welfare composed of one member of the State Board of [Public
Welfare] Social Services appointed by its chairman, one person
representing the State Department of Health appointed by the Com-
missioner, one person representing the State Department of Mental
Hygiene appointed by the Commissioner, one person representing
the State Department of Employment Security appointed by the
State Director, one person representing the State Department of
Education appointed by the State Superintendent of Schools, one
person representing the State Department of Juvenile Services ap-
pointed by the Director, one person representing the courts ap-
pointed by the Chief Judge of the Court of Appeals, and six addi-
tional persons representing voluntary child welfare organizations
and the public appointed by the Governor who shall designate one
of said six persons to serve as chairman. Each member of the council
shall serve thereon at the pleasure of the official by whom he was
appointed, and shall receive no compensation for his service, but
