88A of the Annotated Code of Maryland, and any amendments
thereto or supplements thereof.
"Local units" means the local [welfare] departments of social
services in the counties and in Baltimore City created or continued
under the provisions of Section 13 of said Article 88A, and any
amendments thereto or supplements thereof.
"County" shall be construed to include the City of Baltimore, un-
less otherwise specified or unless the context clearly indicates other-
wise.
"Applicant" means a person who has applied for public assistance
under this subtitle.
"Recipient" means any person who is receiving, or who at any
time has received, public assistance under this subtitle.
"Public assistance" means money payments to needy blind in-
dividuals and payments necessary for services for such individuals.
ARTICLE 41
STATE DEPARTMENT OF [PUBLIC WELFARE]
SOCIAL SERVICES.

The head of the State Department of [Public Welfare] Social
Services shall be the State Board of [Public Welfare] Social Services,
having and exercising the rights, powers, obligations, duties and
functions now or hereafter conferred by law.
ARTICLE 43
HEALTH
1B.
The State Board of Health and Mental Hygiene shall have care
of the health interests of the people of this State; shall provide in-
patient and outpatient facilities for the treatment and care of
chronically ill, mentally ill, tuberculous persons and mentally re-
tarded persons, and shall allow the State Department of [Public
Welfare] Social Services to provide foster care and the full range
of child welfare services of said Department to said mentally re-
tarded persons; shall provide preventive services and medical hos-
pital and home-care programs for the indigent and medically in-
digent; and shall establish policy for the State Department of Health
and the State Department of Mental Hygiene.
ARTICLE 52A
JUVENILE SERVICES

(a) An Advisory Board of Juvenile Services is created and estab-
lished to be attached to the State Department of Juvenile Services.
The Board consists of twelve (12) persons to be appointed by the
Governor for overlapping three-year terms, with four (4) members
of the first Advisory Board to be appointed for three (3) years from
