issue a regular permit for the minor,; provided, that the officer
issuing permits shall not accept an affidavit unless accompanied by
a written certificate of the physician appointed by the Commissioner
to issue permits, certifying that he has made a physical examination
of the minor and believes the minor to be the age as given by
affidavit. Whenever practical all information required by this para-
graph and subsection (c) of this section shall be incorporated in one
certificate. The officer issuing the certificate shall require the evi-
dence of age specified in paragraph (1) in preference to that speci-
fied in this paragraph and paragraphs (2) and (3), and evidence of
age specified in paragraph (2) in preference to that specified in this
paragraph or paragraph (3) and shall not accept the evidence of age
permitted by this paragraph or paragraph (3) unless he shall re-
ceive and file in addition thereto or as part thereof an affidavit of the
parent, guardian, legal custodian or next friend, showing that no
evidence of age specified in any preceding paragraph or paragraphs
of this section can be produced by the applicant.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immedi-
ate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

AN ACT to add new Section 216A to the Code of Public Local Laws
of Harford County (1965 Edition, being Article 13 of the Code
of Public Local Laws of Maryland), title "Harford County," sub-
title "County Commissioners," to follow immediately after Section
216 thereof, to authorize the County Commissioners of Harford
County to make contributions or gifts of money or property for
the use of organizations formed for the purpose of caring for
and treating retarded children.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 216A be and it is hereby added to the Code of
Public Local Laws of Harford County (1965 Edition, being Article
13 of the Code of Public Local Laws of Maryland), title "Harford
County," subtitle "County Commissioners," to follow immediately
after Section 216 thereof, and to read as follows:
216 A.
The County Commissioners of Harford County are authorized to
make such contributions or gifts of money or property as the Com-
missioners may approve for the use of the Northern Maryland
Society for the Aid of Retarded Children, Inc. or any similar
charitable corporation organized for the care and treatment of
