after maintained and operated by or under the jurisdiction of the
County, including the acquisition of necessary rights of way, the
acquisition of equipment for highway construction, maintenance and
repair and planning and engineering services; the planning, design,
construction and reconstruction of free bridges constituting parts of
said roads, streets, or highways; the planning, construction, repair
and permanent improvement of any storm water drainage systems
necessary in the County;

(b)    the construction, reconstruction, extension, acquisition, im-
provement, enlargement, alteration, repair and modernization of any
structure to house any of the functions of county government or
administration, especially but not limited to office buildings, includ-
ing the acquisition and development of sites therefor, the architec-
tural and engineering services incident thereto and the acquisi-
tion and installation of necessary furnishings and fixed permanent
equipment therefor ;

(c)    the construction, reconstruction, extension, acquisition, im-
provement, enlargement, alteration, repair and modernization of
the Prince George's County General Hospital, including the acquisi-
tion and development of sites therefor, the architectural and engineer-
ing services incident thereto and the acquisition and installation of
necessary furnishings and fixed permanent equipment therefor;

(d)    the establishment, construction, reconstruction, extension,
acquisition, improvement, enlargement, alteration and repair of
sanitary land fill projects for Prince George's County, together with
related structures and facilities, including the acquisition and de-
velopment of sites therefor, the acquisition of equipment for the
operation and maintenance of such sanitary land fill projects, and
planning and engineering services.

(E) THE CONSTRUCTION, RECONSTRUCTION, EXTEN-
SION, ACQUISITION, IMPROVEMENT, ENLARGEMENT, AL-
TERATION, REPAIR AND MODERNIZATION OF A STRUC-
TURE OR STRUCTURES AND ALL RELATED FACILITIES IN
PRINCE GEORGE'S COUNTY TO PROVIDE: (I) FACILITIES
FOR THE TREATMENT AND REHABILITATION OF PERSONS
SUFFERING FROM ALCOHOLISM, DRUG ADDICTION AND
RELATED CONDITIONS, (II) FACILITIES FOR THE DETEN-
TION, CARE, TRAINING AND REHABILITATION OF JUVE-
NILES, AND (III) JAIL AND DETENTION FACILITIES FOR
THE CONFINEMENT AND IMPRISONMENT OF PERSONS IN
THE CUSTODY OF THE COUNTY; OR (IV) ANY COMBINA-
TION OF THE FOREGOING (I) (II) AND (III), ALL TO IN-
CLUDE THE ACQUISITION AND DEVELOPMENT OF SITES
FOR SUCH STRUCTURE OR STRUCTURES, THE ARCHITEC-
TURAL AND ENGINEERING SERVICES INCIDENT THERETO
AND THE ACQUISITION AND INSTALLATION OF NECES-
SARY FURNISHINGS AND FIXED PERMANENT EQUIPMENT
THEREFOR.

Sec. 2. And be it further enacted, That, the County is hereby
authorized and empowered to finance the construction of public
facilities, as defined in Section 1 of this Act, and, in order to make
such financing possible, said County is hereby granted the power and
authority to borrow money and incur indebtedness as follows:
