shall belong to and be paid over to the County Commissioners of
Wicomico County at such times as the Wicomico County liquor
control board shall, in their discretion, deem appropriate, but all
accumulated profits, if any, must be paid to said County Commis-
sioners on February 1, and September 1, in each and every year.]
The fair market value of office furniture, fixtures, and real property
owned by the board shall not be included in the reserve fund as
computed for the purposes of this subsection. Each year, as of the
days of January 1, April 1, August 1, and October 1, the board
shall pay over to Wicomico County, Maryland, any amount then in
the reserve fund which is in excess of $200,000.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 30 of
Article 89 of the Annotated Code of Maryland (1964 Replacement
Volume and 1967 Cumulative Supplement), title "Department of
Labor and Industry," subtitle "Occupational Safety," to clarify
departmental functions, correct misnomers and delineate duties of
the office of the Commissioner of Labor and Industry.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 30 of Article 89 of the Annotated Code of Maryland
(1964 Replacement Volume and 1967 Cumulative Supplement), title
"Department of Labor and Industry," subtitle "Occupational Safety,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
30.
It shall be the duty of the Commissioner of Labor and Industry
to aid and assist employers in carrying out their responsibilities
under Section 29 and to suggest and recommend to employers or
groups of employers methods and procedures by which they may
develop safety programs to carry out such responsibilities. Within
the Department of Labor and Industry, there shall be a [[Division
of Industrial Safety,] Division of Safety Engineering and Education,
[under the direction of a Director of Industrial Safety,] which on
behalf of and under the Commissioner of Labor and Industry shall
[administer the provisions of this subtitle,] study, analyze and
investigate into the causes of industrial and occupational accidents
and formulate, plan and conduct programs and courses designed to
reduce such accidents. [The Division of Industrial Safety] The Divi-
sion of Safety Engineering and Education shall have such clerks,
[inspectors] and other employees and technical assistants as shall
be provided from time to time in the budget. The Commissioner of
Labor and Industry shall appoint at least six additional inspectors
