tively, of the Code of Public Local Laws of Maryland, titles "Prince
George's County" and "Montgomery County," subtitle "Washington
Suburban Sanitary District," as the same were last repealed and
re-enacted, with amendments, by Chapter 713 of the Acts of the
General Assembly of Maryland of 1967, be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

[(A)] (a) Organization of Commission. For the purpose of
carrying out the provisions of this subtitle, said Sanitary District
shall be under the jurisdiction of a commission of six members [.] ,
known as the Washington Suburban Sanitary Commission, which in
this subtitle may be referred to as "the Commission" or "commis-
sion." Three of the members of the Commission shall be from Prince
George's County, appointed by the Board of County Commissioners
for Prince George's County, and three from Montgomery County,
appointed by the County Council of Montgomery County with the
respective appointments to be made as hereinafter provided. [The]
Each term of office [of each member] is four years, which com-
menced or will commence on the first day of June in the year of
appointment under the law prevailing at the time of appointment.
The members shall serve during such terms or until their respective
successors are appointed and qualified. The terms of office of one
member from Prince George's County and of one member from
Montgomery County commenced June 1, 1965, and the terms of their
successors will commence on the first day of June in each succeeding
fourth year thereafter. The terms of office of the other two members
from Prince George's County and the terms of office of the other two
members from Montgomery County commenced June 1, 1967, and
the terms of their successors will commence on the first day of June
in each succeeding fourth year after that date. After June 1, 1968,
all appointments, re-appointments, or the filling of any vacancy for
the remaining portion of a term of a Commissioner shall be made
only in accordance with the provisions of this section. Any person
chosen to fill a vacancy shall be appointed only for the unexpired
portion of the term of the commissioner whom he succeeds. No
vacancy in the Commission shall impair the right of the remaining
commissioners to exercise all the powers of the Commission. All
appointees shall be residents and taxpayers of the Sanitary District.
No person shall be appointed or continue in office as a member of the
Commission who holds any position of profit or trust under the Con-
stitution or laws of this State or any political subdivision thereof.
Appointments, re-appointments and the filling of any vacancy shall
be made so that upon the appointee taking office not more than two
members from the county from which he is appointed are of the
same political party.
(b) Appointment procedure.
(i) General provisions. As used herein, the term "county govern-
ing body" means the County Council with respect to Montgomery
County and the Board of County Commissioners with respect to
Prince George's County. The provisions for nominations, appoint-
ments, removal and hearing by the county governing body shall
apply to, and be exercised by, the County Council for Montgomery
County with respect to the members from that County, and shall
