Wholesome Meat Act," to repeal Sections 212 and 321 of Article 27
of the said Code (1967 Replacement Volume), title and subtitle
"Crimes and Punishments," subheadings respectively "Fraud—
Livestock," and "Health—Slaughter of Animals," to repeal Section
180 of Article 43 of the said Code (1965 Replacement Volume),
title "Health," subtitle "Adulteration of Food and Drink," subhead-
ing "Miscellaneous Provisions," and to repeal and re-enact, with
amendments, Section 178 of the said Article, subtitle and subhead-
ing of the Code, to establish a State system of veterinary ante- and
post-mortem inspection of meat slaughtered in the State and the
carcasses, parts thereof and meat food products prepared there-
from, with exceptions, under the jurisdiction of the State Board
of Agriculture, to establish the Wholesome Meat Advisory Council,
to provide for the powers and duties of the Board of Agriculture
under this law, to provide for licensing of persons slaughtering
livestock, to make special provisions for the performance of this
Act in Baltimore City, to provide for injunctive relief, seizure and
detention of livestock and carcasses and criminal penalties for
violations, and to repeal or amend other related provisions of law
as required because of the provisions of this Act; AND PROVID-
ING THAT NOTHING IN THIS ACT SHALL BE CONSTRUED
OR APPLIED TO AFFECT WILD GAME OR WILD FOWL OR
THE SLAUGHTERING OR INSPECTION THEREOF.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 470A through 470Y, inclusive, be and they are hereby
added to Article 66C of the Annotated Code of Maryland (1967
Replacement Volume), title "Natural Resources," to follow immedi-
ately after Section 470 thereof, and to be under the new subtitle
"Maryland Wholesome Meat Act," and all to read as follows:
MARYLAND WHOLESOME MEAT ACT
470A. This subtitle may be cited as the Maryland Wholesome Meat
Act.
DECLARATION OF POLICY
470B.
Meat, meat by-products and meat food products are an important
source of the supply of human food in this State and legislation to
assure that such food supplies are not adulterated or misbranded is in
the public interest. Therefore, it is hereby declared to be the policy
of this State to provide for the inspection as herein provided of live-
stock slaughtered, and the carcasses, parts thereof, and meat food
products prepared therefrom, for human food, at certain establish-
ments; and to impose other requirements as provided herein, to pre-
vent the distribution in this State of livestock carcasses, parts thereof
and meat food products which are adulterated or misbranded and
are capable of use as human food.
DEFINITIONS
470C. For purposes of this subtitle:
(a) The term "Board" means the Maryland State Board of Agri-
culture, its Executive Officer, or any person authorized to act in his
stead.
