Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 28-9 and 28-10 of Article 33 of the Annotated Code of
Maryland (1967 Supplement), title "Election Code," subtitle "Uni-
form Act for Voting by Nonresidents in Presidential Elections" be
and they are hereby repealed.

Sec. 2. And be it further enacted, that Sections 2-7(f), 3-4(b),
3-7(b), 4A-2(d), 4A-3, 5-1, 7-1(b), 8-5(a), 9-1 (a), 9-2(a), 9-5,
11-2(f), 14-1(b), (k) and (n), 15-3(a) and (f), 15-4(a), 16-16(b)
(2), 17-3(a), 17-5(c), 28-2, 28-3 and 28-7(b) of the said Article of
the Code, subtitles respectively "Election Boards and Employees,"
"Registration of Voters—General Provisions," "Certificate of Candi-
dacy," "Primary Elections," "Nomination by Petition," "Certificates
of Nomination," "Vacancies in Nominations—In General," "Vacan-
cies in Nominations—Vacancy Caused by Death," "Party Governing
Bodies," "Paper Ballots," "General Provisions for Voting," "Voting
Machines," "Board of Canvassers," and "Uniform Act for Voting by
Nonresidents in Presidential Elections" be and they are hereby re-
pealed and re-enacted, with amendments, and all to read as follows:

2-7.

(f) Each board shall have power to fix the compensation of
judges within the limits of the amounts authorized for this purpose
by the county commissioners, county council or the mayor and city
council of Baltimore, as the case may be, provided that compensation
shall not be less than twenty dollars ($20.00) per day for each day
actually served. In Prince George's County, judges shall be paid for
each precinct at the rate of fifty dollars ($50.00) per day for two
chief judges and thirty-five dollars ($35.00) per day for judges, for
each election day actually served.

(b) The Constitutional qualifications of voters are the following;
each one of which is applicable to every voter:

(1)    Citizen of United States;

(2)    Age of twenty-one years or older;

(3)    Resident of State for one year preceding general election;

(4)    Resident of county or legislative district of Baltimore City,
for six months, preceding general election;

(5)    Not convicted of larceny or infamous crime, unless pardoned
by the Governor;

(6)    Not the subject of any guardianship proceedings; nor a
lunatic nor a person who is non compos mentis;

(7)    Not convicted of buying or selling votes.

3-7.

(b) Any qualified voter who is: (1) [is] a member of any
branch of the armed forces of the United States or any component
thereof, including those honorably discharged therefrom within
thirty (30) days prior to the last registration day prior to an election,
and including his spouse or children; (2) a person employed as an
officer or member of the crew of any vessel documented under the
laws of the United States or enrolled for such employment with the
