(e) Any candidate, after filing the name of a treasurer as pre-
scribed in subsection (a) of this section, may choose, at any time
after such filing and the first filing as required in Section 26-11 (a)
(1), to join a group, combination or organization of candidates,
commonly known as a "ticket" or "slate," at which time the candi-
date must notify the board of the county or Baltimore City, or the
Secretary of State, as the case may be, of the fact that he has joined
said ticket or slate. The treasurer of said ticket or slate shall report
in the same manner as the treasurer of any political committee as
prescribed in Section 26-4(a) of this article.

26-4: Appointment of treasurer by political committee; reports.

(a)    Every State Central Committee or political committee EX-
CEPT POLITICAL CLUBS shall appoint and constantly maintain a
treasurer, whose name and address, together with the names and ad-
dresses of the principal officers and steering committee, if any, shall be
filed with the board of the county or Baltimore City in which the com-
mittee acts or with the Secretary of State, if the committee's action is
not limited to one county or to Baltimore City. The treasurer shall re-
ceive, keep and disburse all sums of money, or other valuable things,
which may be collected, received or disbursed by such committee or by
any of its members for any purposes for which such committee exists
or acts. Unless such treasurer, officers and steering committee, if any,
are appointed and filed as required in this subsection, it shall be unlaw-
ful and a violation of this article for a political committee, or any of its
members, to collect or receive or disburse money, or other valuable
things, for such purposes. The treasurer shall report contributions
and expenditures on the form prescribed in Section 26-12 of this
article and in the manner required by subsection (b) of this section
and Section 26-11 of this article.

(b)    If any committee, INCLUDING A POLITICAL CLUB, di-
rectly or indirectly, expends fifty dollars ($50.00)
FIFTY-ONE DOL-
LARS ($51.00) or more TO aid or oppose the nomination or election
of any candidate, regardless of the purpose for which the committee
is formed, the treasurer of the committee,
OR IN THE CASE OF A
POLITICAL CLUB AN OFFICER THEREOF, shall report, on the
form prescribed in Section 26-12 of this article, a statement of contri-
butions and expenditures to the treasurer appointed by the candidate
being so aided, which statement shall be included in, or attached
to, the statement of contributions and expenditures reported by the
treasurer of the candidate as provided in Sections 26-11 and
26-12 of this article,
HOWEVER A POLITICAL CLUB NEED ONLY
REPORT THAT AMOUNT WHICH IT ACTUALLY CONTRIB-
UTED TO A CANDIDATE.

26-5. Appointment and reports of subtreasurer.

(A) The treasurer appointed by the State Central Committee of
any party, or the treasurer appointed in any county or City of Balti-
more by the members of the State Central Committee for such county
or city of any party, or the treasurer appointed by the city committee
of Baltimore City of any party, may appoint one subtreasurer for
each voting precinct in the said county or city, as the case may be,
which subtreasurer is authorized to expend such money as may be
placed in his hands by the treasurer appointing him for such pur-
poses as are lawful under the provisions of this article and for no
