effect without the invalid provision, or application, and to this end,
all the provisions of this Act are hereby declared to be severable.
Sec. 4. And be it further enacted, That the provisions of this
subheading shall be regarded as supplemental and additional to the
powers and authority conferred by other laws upon the State Board
of Health of Maryland, the Department of Geology, Mines and Water
Resources, and the Frederick County Sanitary Commission.
Sec. 5. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section (5) (P)
(2) (c) of Chapter 504 of the Acts of 1966 permitting both the
construction or purchase and alteration of a President's residence,
including utilities for Frostburg State College; to waive the pro-
visions of Section 10 of Chapter 504 of the Acts of 1966, said
section relating to the time by which projects contained in the
General Construction Loan of 1966 must be placed under contract,
insofar as the provisions of said section relate to items contained
in said Act for Frostburg State College and relating to construction
of President's residence, including utilities, as amended; and to
extend for two years, the period during which the said item must
be placed under contract.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section (5) (P) (2) (c) of Chapter 504 of the Acts of the
General Assembly of 1966 be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:

(P) (2) (c) Construction or purchase and alteration of a Presi-
dent's residence, including utilities.....................................................................60,000
Sec. 2. And be it further enacted, That the provisions of Section
10 of Chapter 504 of the Acts of 1966, be and they are hereby waived
insofar as they impose a time for placing under contract an item,
Section (5) (P) (2) (c), as amended, in said Chapter 504 and found
on page 852 of the Laws of 1966, making available to Frostburg
State College the sum of $60,000 for the construction or purchase
and alteration of a President's residence including utilities. There
shall be allowed an additional time of two years, beginning on the
effective date of this Act, for placing this project under contract.
If this project shall not have been placed under contract within a
period of two years beginning on the effective date of this Act, then
it shall be deemed to have been abandoned and the other provisions
of Section 10 of Chapter 504 of the Acts of 1966 shall be fully effec-
tive as to this project.
