any preliminary engineering studies that the Commission deems
necessary to determine whether it is feasible to construct the im-
provements. Upon the receipt of such reasonable costs as the Com-
mission determines to be necessary to conduct the studies, the Com-
mission shall have the studies made and within a reasonable time
thereafter advise the applicants of the results thereof, together with
the Commission's determination with respect to the application.
(c) Prior to construction, the Commission shall submit its plans
for projects and their financing to the County Commissioners for
their approval.
(d) The Commission, on or before the first day of July in each
year, shall file with the County Commissioners a report on the ac-
tivities of the Metropolitan Commission during the preceding year
and shall include the plans and recommendations for the succeed-
ing year.

Upon certification by the Commission to the Clerk of the Circuit
Court for Frederick County, as from time to time made, that the
Commission is entitled to collect taxes or other charges upon any
land situate in the election districts designated in such certifications,
the Clerk shall not accept any instrument for recording among the
Land Records of Frederick County until the instrument bears a
notation by the Commission that all taxes or other charges due the
Commission for the year in which the instrument is offered for
record have been paid.

(a) For the purpose of assisting the construction of needed sani-
tary facilities, the County Commissioners may make loans to the
Commission under appropriate written agreements for repayment.
The County Commissioners may make general fund appropriations
or borrow funds for this purpose, upon such terms and conditions as
they deem right and proper.
(b) The legislative purpose of this section is to provide additional
financial resources to implement the development of sanitary facili-
ties in Frederick County; but it is hereby specifically declared that,
insofar as feasible, such installations should be financed on a self-
liquidating basis by special-user charges and benefit assessments.

(a) For the purpose of providing funds for the design, construc-
tion, establishment, purchase, or condemnation of water supply,
sewerage, and drainage systems in the sanitary district, the Com-
mission, after the approval of the County Commissioners, may issue
bonds from time to time upon the full faith and credit of Frederick
County, in such amounts as it deems necessary to carry on its work,
but at no time shall the total issue of bonds in the sanitary district
for all purposes under this subheading exceed fifteen per centum of
the total value of the property assessed for county taxation purposes.
