Whereas, pursuant to the provisions of said Chapter 3, the Mayor
and City Council of Baltimore has enacted the following ordinances:

(a)  Ordinance No. 1527, approved by the Mayor of Baltimore on
February 21, 1963, and by the voters of Baltimore City on May 7,
1963, which authorized the City to borrow One Million Six Hundred
Thousand Dollars ($1,600,000.00) to be used in connection with a
Pre-Trial Detention Center, an additional floor to the Headquarters
of the Police Department of Baltimore City, improvements to the
General Market Hall, and for the functions of the Municipal Court
of Baltimore City; certificates of indebtedness (hereinafter some-
times called "bonds") have been issued and sold by the City in
the amount of Two Hundred Thousand Dollars ($200,000.00) pur-
suant to such legislation, so that under said Act and ordinance there
remains in the City the power to borrow One Million Four Hundred
Thousand Dollars ($1,400,000.00);

(b)   Ordinance No. 1076, approved by the Mayor of Baltimore
on June 29, 1967, and by the voters of Baltimore City on November
7, 1967, which authorized the City to borrow Three Million Eight
Hundred Thousand Dollars ($3,800,000.00) to be used in connection
with the "Waxter Center for Senior Citizens"; no bonds have been
issued or sold pursuant to such legislation;

(c)   Ordinance No. 1071, approved by the Mayor of Baltimore
on June 29, 1967, and by the voters of Baltimore City on November
7, 1967, which authorized the City to borrow One Million Dollars
($1,000,000.00), to be used for the construction of a fire station;
no bonds have been issued or sold pursuant to such legislation; and

Whereas, pursuant to said Chapter 3, there remains in the City the
power to borrow Two Million Six Hundred Thousand Dollars
($2,600,000.00) for which no ordinance has been approved by the
voters of Baltimore City; however, the City intends at a future
time to exercise such authority; and

Whereas, it has been determined that it would not now be in
the best interests of the City to borrow the amount of One Million
Four Hundred Thousand Dollars ($1,400,000.00), which amount has
been authorized, but for which no bonds have been issued or sold,
pursuant to Ordinance No. 1527, approved February 21, 1963; now,
therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That the authority granted to the Mayor and City Council of Bal-
timore by Chapter 3 of the Laws of Maryland of 1963 to create a
debt and issue its certificates of indebtedness as evidence thereof,
be and the same is hereby reduced from the amount of Nine Million
Dollars ($9,000,000.00) to an amount not exceeding Seven Million
Six Hundred Thousand Dollars ($7,600,000.00).

Sec. 2. And be it further enacted, That the authority of the
Mayor and City Council of Baltimore to issue bonds in the amount of
One Million Four Hundred Thousand Dollars ($1,400,000.00), as con-
templated by Ordinance No. 1527, approved February 21, 1963, is
hereby terminated.

Sec. 3. And be it further enacted, That nothing contained in this
Act shall be taken or construed to:
