intendent may pay any portion of the legal expenses of such employee
upon his determination that such is in the best interests of the De-
partment, the public, and the police employee and upon approval by
the Attorney General. Such payments may be made from any funds
specifically appropriated for that purpose in the budget or from
general or contingency funds of the Department.

(e) Other compensation prohibited. Except as permitted by this
Article, Article 101 (Workmens' Compensation) or rule, no employee
of the Department shall receive any money or other thing of value
for any services performed by him as an employee of the Department
or otherwise resulting from such employment. When an employee is
permitted by the Superintendent to accept money or other thing of
value, such shall be delivered to the Department and disposed of as
provided by rule.

23. Salary of police employees.

(a) Schedule. Salaries as referred to in Section 22 (a) shall be
paid to police employees in accordance with rank and length of serv-
ice at the following rates as established July 1, 1967:

(b)  Nomination of ranks and grades; preservation of status. The
Superintendent shall by rule prescribe the names of each of the ranks
established in subsection (a), and the grades within each of such
ranks. No person who is a police employee on June 1, 1968, shall be
demoted or otherwise affected in rank, pay or status except for cause
as hereinbefore required; and all such police employees shall con-
tinue in the rank and salary step which they then hold, that is to
say: Troopers are within Rank I; Troopers First Class within Rank
II; Corporals within Rank III; Sergeants within Rank IV; First
Sergeants, Detective Sergeants, Quartermaster Sergeants, and Ser-
geants Mechanic within Rank V; Sergeants Major and the Examin-
ing Physician within Rank VI; Lieutenants within Rank VII; Cap-
tains within Rank VIII; Majors within Rank IX; and Lieutenant
Colonels, including the Deputy Superintendent, within Rank X.

(c)  Increase in step. A police employee shall receive the salary
for the next higher step within his rank upon each anniversary date.
"Anniversary date" means (1) July first, as to all persons who were
police employees on July 1, 1967, or (2) the date of employment as
to all other persons. Upon promotion, a police employee shall be en-
titled to the pay specified for the new rank in the same step as that
occupied before promotion, except that if such step is higher than
that held by any employee who (1) is already in the rank and (2)
