House Bill No. 623—By Delegate Cronin.
AN ACT to add new Section 22A to Article 89B of the Annotated
Code of Maryland (1964 Replacement Volume), title "State Roads,"
subtitle "In General," to follow immediately after Section 21 thereof,
authorizing the State Roads Commission to enter into agreements
with the trustees of the three State pension systems for the acquisition
with funds of these systems of real properties needed for the future
improvement of the State roads system; providing for such purchase
prices to be secured by first mortgages from the State Roads Com-
mission to such retirement systems; providing for the management
of the property and redemption of such first mortgages from the State
Roads Commission; providing for a limitation of the amounts per-
mitted to be loaned by the retirement systems, and relating generally
to the purchase and mortgaging of property to the three State retire-
ment systems for the future use of the State Roads Commission.
The President put the question: shall the bill pass notwithstanding
the objections of the Executive?

Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland Con-
stitution, I have vetoed today House Bill 671 and am returning it
to you.
This bill removes the power of appointment of alcoholic beverage
inspectors from the Prince George's County Board of License Com-
missioners and places it in the County's Board of County Commis-
sioners. The effect of this would be to impair the control of the
License Commissioners over the selection of their own employees and
seems contrary to reasonbly sound administration, particularly when
the employees concerned are engaged at the level of policy execution.
For this reason, and because the measure might encourage similar
action by other counties, without the benefit of any State-wide
criteria on which to base the action, I am compelled to veto the bill.
