SHALL BE ABOLISHED AND A NEW PRINCE GEORGE'S
COUNTY LIBRARY BOARD BE CREATED by the County Com-
missioners, to include library personnel in the merit system for Prince
George's County and to transfer financial responsibility to the County
Commissioners for Prince George's County.

Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Con-
stitution, I have vetoed today House Bill 911 and am returning it to
you.

The bill, establishing a new salary and promotion schedule,
involving a general salary increase, for police employees of the Mary-
land State Police, is a duplicate of Senate Bill 536, which has been
signed and is now Chapter 403 of the 1967 Laws of Maryland.
