(7) (a) Buildings and the ground not exceeding one hundred acres
in area appurtenant thereto, [and necessary for the respective uses
thereof,] equipment and furniture used exclusively for [of] hospi-
tals, asylums, charitable, fraternal or benevolent institutions or or-
ganizations incorporated or unincorporated, no part of the net in-
come, except sick or death benefits, of which inures to the benefit of
any private shareholder or individual, provided such fraternal organ-
izations are carried on solely for the mutual benefit of their members
and their beneficiaries and not for profit and have a lodge system,
with ritualistic form of work, and representative form of govern-
ment. The above exemptions shall also apply to any such property
held by any corporation or trustees for the benefit of any of the afore-
going institutions or organizations. Any property of such institu-
tions or organizations which is commercially rented shall be taxable
to the extent of such commercial use on fair value of the property so
rented.
(8) Buildings, furniture, equipment and libraries [of] owned and
used exclusively by educational or literary institutions, no part of the
net income of which inures to the benefit of any private shareholder
or individual, and the ground not exceeding (outside of any city)
one hundred acres in the area, appurtenant thereto, and necessary for
the respective uses thereof.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1967.

(Senate Bill 31)
AN ACT to add new section 18A to Article 96A of the Annotated
Code of Maryland (1964 Replacement Volume), title "Water Re-
sources," subtitle "Appropriation of Waters; Reservoirs and Dams"
to authorize the Department of Water Resources to review period-
ically all outstanding permits to use water issued by it in order to
determine compliance with the terms of the permit and the condi-
tions for usage of water and to authorize the Department to correct
permits in accordance with the need and usage of water under the
permit.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 18A is hereby added to Article 96A of the Anno-
tated Code of Maryland (1964 Replacement Volume), title "Water
Resources," subtitle "Appropriation of Waters; Reservoirs and
Dams," to follow immediately after Section 18 thereof and to read
as follows:
18A.
The Department shall review triennially all appropriation and use
of water for which REQUIRED permits have been granted, to ascer-
tain that appropriation and use is being made according to quantity
limitations and other conditions as established by permit, and shall
correct all permits where the total quantity of water permitted to
be appropriated and used is either not used or not needed.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1967.
