CHAPTER 90
(House Bill 720)
AN ACT to repeal and re-enact, with amendments, Section 353 of
the Code of Public Local Laws of Dorchester County (1961 Edi-
tion, being Article 10 of the Code of Public Local Laws of Mary-
land), title "Dorchester County," subtitle "Secretary," subhead-
ing "Borrowing Power," as added by Chapter 199 of the Acts of
1912, increasing the aggregate amount which the Commissioners
of Secretary may borrow on their negotiable paper and submitting
this Act to a referendum of the voters of the Town of Secretary.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 353 of the Code of Public Local Laws of Dorchester
County (1961 Edition, being Article 10 of the Code of Public Local
Laws of Maryland), title "Dorchester County," subtitle "Secretary,"
subheading "Borrowing Power," as added by Chapter 199 of the
Acts of 1912, be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
353.
The Commissioners may borrow money on their negotiable paper;
provided that the sum so borrowed shall at no time exceed the sum
of [five] twenty thousand dollars in the aggregate.
Sec. 2. And be it further enacted, That pursuant to the provisions
of Section 5 of Article XIE of the Constitution of Maryland, this Act
shall not become effective until and unless it shall have been ap-
proved at a regular or special municipal election by a majority of the
voters of the municipal corporation of Secretary voting on this ques-
tion.
Sec 3. And be it further enacted, That subject to the provisions of
Section 2 hereinabove, this Act shall take effect on June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Sections 8-3 and
8-5, last amended by Chapter 825 of the Acts of 1963, of the
Frederick County Code, 1959 (being Article II of the Code of Public
Local Laws of Maryland), title "Frederick County," subtitle "Chap-
ter 8. Finance and Taxation," subheading "Article I. In Gen-
eral," amending the provisions in the laws concerning the date
for the budget estimates and tax levy in Frederick County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 8-3 and 8-5, last amended by Chapter 825 of the Acts
