SEC. 2. AND BE IT FURTHER ENACTED, THAT NOTHING
IN THIS ACT SHALL APPLY TO ANY OFFENSE OR OCCUR-
RENCE HAPPENING PRIOR TO THE EFFECTIVE DATE OF
THIS ACT.

Sec. 2 3. And be it further enacted, That this Act shall take effect
June 1, 1967.

(Senate Bill 19)

AN ACT to add a new Section 17A to Article 23A of the Annotated
Code of Maryland (1957 Edition and 1966 Supplement), title
"Corporations—Municipal," subtitle "Home Rule," subheading
"Charter Amendments," to follow immediately after Section 17
thereof, to repeal and re-enact, with amendments, Section 19 (n)
of said Article, subtitle, and subheading, and to add a new Section
27(d) to said Article and subtitle, subheading "Incorporation of
Municipalities," to follow immediately after Section 27 (c) thereof,
providing certain requirements for the several municipal corpora-
tions of this State which operate under Article 11E of the Con-
stitution of Maryland, as to the compilation and publication of
laws concerning their respective municipal charters, and providing
generally for the terms and conditions of this compilation and
publication and for the duties of the State Department of Legis-
lative Reference, THE STATE COMPTROLLER, AND OTHER
DEPARTMENTS AND AGENCIES OF THE STATE AND OF
ITS POLITICAL SUBDIVISIONS in connection therewith, and
correcting errors in these laws.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 17A be and it is hereby added to Article 23A
of the Annotated Code of Maryland (1957 Edition and 1966 Supple-
ment), title "Corporations—Municipal," subtitle "Home Rule," sub-
heading "Charter Amendments," to follow immediately after Section
17 thereof; that Section 19 (n) of said Article, subtitle, and subhead-
ing be and it is hereby repealed and re-enacted with amendments;
and that a new Section 27 (d) be and it is hereby added to said
Article and subtitle, subheading "Incorporation of Municipalities,"
to follow immediately after Section 27(c) thereof, and all. to read
as follows:

Charter Amendments
17A.

(a) At the end of each calendar OR FISCAL year, each municipal
corporation shall publish FURNISH in a convenient and legible com-
pilation a complete set of all laws enacted during that year, whether
THE MEASURES DURING THAT YEAR to enact, amend, or
repeal sections in its municipal charter. The laws MEASURES in
the compilation shall be in a numerical sequence, beginning with No.
1, and in a separate series for each year.
