stating in detail the amount of money placed in his hands by the
said treasurer and for what purposes the said money was expended
by him and to whom paid on the form prescribed in Sec. 26-15 of
this Article and in accordance with Sec. 26-14 of this Article; and it
shall be the duty of every such treasurer to file the report of every
subtreasurer appointed by him along with and as a part of the
account and statement required to be filed by such treasurer and to
incorporate into such treasurer's report the total amounts of con-
tributions and expenditures contained in every subtreasurer's report
under the provisions of Secs. 26-14 and 26-15 of this Article.

26-7. Contributions and expenditures must pass through treasurer.

All contributions, money or other valuable things collected, re-
ceived or disbursed by any political committee, or by any member or
members thereof, for any purposes, shall be paid over to and made to
pass through the hands of the treasurer of such committee and shall
be disbursed by him; and it shall be unlawful and a violation of this
Article for any political committee, or for any member or members
of a political committee, to make any expenditure, to disburse or
expend money or any other valuable things, for any purposes until
the money or other valuable things so disbursed or expended shall
have passed through the hands of the treasurer of such committee.

26-8. Contributions and expenses of candidate.

(a)    Any person who is a candidate for nomination for public
office or a candidate for public office may make voluntary contri-
butions or payment of money to any treasurer or subtreasurer, sub-
ject to the provisions and restrictions of this Article and for any of
the purposes permitted by this Article and for no other purposes.

(b)    Any person who is a candidate for nomination for public
office or a candidate for public office may pay his own expenses for
telegrams, telephoning, stationery, travel and board.

(c)    It is unlawful for a candidate for nomination or a candidate
for public office, directly or indirectly, during any calendar year or
for any political campaign (which shall include both the primary
and general election and shall permit the expenditure from his per-
sonal funds of the following amounts in the primary election as well
as the general election), to make any payment, contribution, expen-
diture or promise, or incur any liability to pay, contribute or expend
from his own personal financial resources any money or thing of
value in excess of the following respective amounts by a candidate
for nomination or election to the respective office:

Candidate for State-wide office or for the United States

Senate .............................................................................. $20,000;

Candidate for city-wide office in Baltimore City .......... $15,000;

Candidate for representative in Congress .................... $10,000;

Candidate for office in a county or in a legislative or
councilmanic district of Baltimore City with a popu-
lation of not less than 500,000 .................................... $10,000;

Candidate for office in a county or in a legislative or
councilmanic district of Baltimore City with a popu-
lation of not less than 250,000 or not more than
500,000 ............................................................................ $ 7,500;

All other candidates............................................................ $ 2,500
