for such traveling and other expenses. In Wicomico and Garrett
counties each member of the Board of Education shall receive the
sum of $200.00 annually for such traveling and other expenses. In
Washington and Carroll Counties [County] each such member of the
Board of Education shall receive the sum of $300.00 annually for
such traveling and other expenses and in Carroll County pay-
ments on this allowance shall be made semi-annually.
In Howard
County each member of the Board of Education shall receive the
sum of $400.00 annually for such traveling and other expenses.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 78
(House Bill 86)

AN ACT to repeal and re-enact, with amendments, Sections 194 (k)

(1)  and (2) of Article 56 of the Annotated Code of Maryland
(1966 Supplement), title "Licenses," subtitle "Dog Licenses in
the Counties," to authorize the County Commissioners of Cecil
County to enact certain dog control regulations, to prohibit the
keeping of a dog which disturbs the peace in Cecil County, and
to provide the procedure for the seizure of such dogs under certain
circumstances and to provide a penalty for violation of the provi-
sions of this Act and to correct an error in the law.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 194(k) (1) and (2) of Article 56 of the Annotated
Code of Maryland (1966 Supplement), title "Licenses," subtitle "Dog
Licenses in the Counties," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

194.

(k) (1) In addition to and not in substitution for any powers
granted under this subtitle, the County Commissioners of Harford
[County] and Cecil Counties by resolution or ordinance enacted
according to its usual procedure may provide for a comprehensive
system for regulation of dogs in the county, including licensing and
control of dogs. As a part of such regulation the County [Commis-
sioner] Commissioners may establish, separate dog control districts
in the county with regulations applicable solely within the district,
provide for the impounding and disposal of dogs found to be danger-
ous to persons and property, and provide reasonable penalties for
violations of any regulations applicable to dogs.

(2)     It is unlawful in Harford [County] and Cecil Counties for
any person to own or keep a dog which disturbs the peace and quiet
of any neighborhood in an inhabited area, or which is vicious and bites
any person. Upon the sworn complaint before the People's Court of
Harford County, or a Trial Magistrate in Cecil County, of any two
or more persons of different households alleging that a dog disturbs
the peace and quiet of any neighborhood in an inhabited area of
