and Vice President of the United States, the names of the candidates
for each political party for the office of President and Vice President
shall be printed thereon; and, when applicable,
(2) A description of every constitutional amendment or other
question which is to be submitted to the vote of the people.
(b) Not less than twenty days before any election the form and
arrangement of the ballots to be used in the election, showing the
offices, names of candidates, Constitutional Amendments and ques-
tions thereon, shall be prepared by the board and made available for
inspection by any candidate whose name shall appear thereon or the
official representative of any political party having a candidate on
the ballot.
(c) If any mistake is discovered, it shall be the duty of the board
to correct the same without delay. If the board shall decline or refuse
to make the correction, then upon the sworn petition of any qualified
voter who would have the right to vote for a candidate at the ap-
proaching election, the circuit court for any county or one of the
judges of the Supreme Bench of Baltimore City may, by order,
require the board to correct the error or to show cause why such error
should not be corrected.
(d) A correct list of the names of the candidates for the desig-
nated offices shall be furnished on demand by the boards to the
candidates or their authorized agents.
(e) The ballots shall be printed in plain clear type in black ink
and, except in primary elections, upon clear white materials, of such
size and arrangement as to fit the construction of the machine. For
primary elections the ballots may be printed upon clear material or
material of different colors, in the discretion of the boards.
16-5. Ballots and Ballot Labels: Candidates.
(a) The names of candidates for every office shall be arranged
alphabetically on the ballots according to their surnames, under the
designation of the office; except that the names of the candidates of
each political party for President and Vice-President shall be grouped
together, with the party name at the right of the surnames under
the designation "Electors for President and Vice-President", and
arranged alphabetically in the order of the surnames of the presi-
dential candidates. The use of nicknames, TITLES, DEGREES, OR
OTHER PROFESSIONAL DESIGNATIONS on the ballot is abso-
lutely prohibited.
(b) All candidates for office shall as far as possible be placed in
one column on the ballots; but when the names to be printed are over
thirty-six, another column may be added in which names shall be
printed. When two or more columns are used the same number of
names, so far as possible, shall be printed in each column. The
initial letters of the given or Christian names of the several candi-
dates in each column shall be printed directly beneath each other in
a vertical line, and the initial letter of the respective party desig-
nations of said several candidates shall be printed directly beneath
each other in a vertical line.
(c) The titles of offices may be arranged horizontally or ver-
tically on the ballots, with the names of candidates for an office
arranged longitudinally under or transversely opposite the title of
