3-6. Oath for registrants.

One of the officers of registration shall administer to all persons
who shall personally apply to register the following oath or af-
firmation: "You do solemnly swear (or affirm) that you will fully
and truly answer all such questions as shall be put to you touching
your place of residence, name, place of birth, any criminal convic-
tion, your qualifications as a voter, and your right as such to register
and vote under the laws of this State."

3-7. Registration by absentee voters.

(a)    Any qualified voter whose physical disability confines him
to a hospital or causes him to be confined to bed and permanently
prevents him from being present to register or reregister at the
office of any board or with any board of registry, shall be allowed
to register or reregister by casting his absentee ballot.

(b)    Any qualified voter who is: (1) is a member of any branch
of the Armed Forces of the United States or any component thereof,
including those honorably discharged therefrom within thirty (30)
days prior to the last registration day prior to an election, and
including his spouse or children; (2) a person employed as an officer
or member of the crew of any vessel documented under the laws
of the United States or enrolled for such employment with the
Federal Government, and his spouse or children; (3) a civilian em-
ployee of the United States in all categories serving outside the
United States, whether or not subject to the civil service laws, and
whether or not paid from funds appropriated by Congress, and his
spouse or children; (4) any person serving with the American Red
Cross, the Society of Friends, and Women's Auxiliary Service
Pilots, and the United Service Organization who is attached to or
serving with the Armed Forces of the United States outside the
United States, and his spouse or children, shall be allowed to register
and reregister by casting his absentee ballot. For purposes of this
subsection, a voter shall be deemed and held to have resided con-
tinuously in the precinct in which he resided at the time he first left
to become absent and engaged in such service for the entire period
he has been so absent and engaged.

(c)    When properly registered under this section, a person shall
continue as a registered voter to the same extent and for the same
period that he would be registered had he appeared in person and
been registered under the provisions of the election laws of Mary-
land, exclusive of this section.

3-8. When may TO register or change registration.

(a)    No person may register or, if registered, change his ad-
dress or name after the fifth Monday preceding or during the ten
days following a primary or special election; nor may he register,
or, if registered, change his address or name after the sixth FIFTH
Monday preceding or during the fifteen days following a general
election.

(b)    Voters already registered as Declines who wish to affiliate
with a party, or voters who wish to change their party affiliation,
or voters who wish to change from affiliation with a party to regis-
tration as a Decline, may do so at any time prior to six months before
any election.
