(1) The counsel to the board in Baltimore County shall receive
such annual compensation as may be included in the county budget
from time to time but, in no event, to be less than $2,000 per annum.

(2) The board in Montgomery County may employ any member
of the Bar of Maryland, resident in Montgomery County, who shall

be paid for his services the sum of $1,200 per annum.

(3) (2) The board in Wicomico County shall have the power to em-
ploy an attorney, who shall be a member of the bar of Wicomico
County and who shall also be the attorney for the judges; and the
attorney shall receive an annual salary of $800 which shall be paid
in equal quarterly installments by the County Council of Wicomico
County, provided, however, that in the event of special elections or
special services rendered, the County Council shall, at the request
and recommendation of the board, allow such additional compensa-
tion as they may deem commensurate with the special services
rendered.

2-6. Appointment of employees.

Each board has the power to appoint and to remove clerks, reg-
istrars, voting machine custodians and deputy custodians, stenog-
raphers, and other employees, including temporary assistants, and
to prescribe their duties and fix their rank and compensation except
as provided elsewhere in this Article. DURING THE TIME OF
ACTING IN ANY CAPACITY UNDER THIS SECTION NO EM-
PLOYEE SHALL HOLD OR BE A CANDIDATE FOR ANY
PUBLIC OR PARTY OFFICE.

(a) Baltimore City: The board in the City of Baltimore shall
have the following employees at the minimum salaries indicated:
Chief clerk at a salary of $4,500 per annum; assistant chief clerk
at a salary of $4,500 per annum; two registrars at a salary of
$3,800 each per annum; two assistant registrars at a salary of
$3,000 each per annum; two clerks at a salary of $3,500 each per
annum; one clerk at a salary of $2,900 per annum; two clerks at a
salary of $2,780 each per annum; thirteen clerks at a salary of
2,660 each per annum; four clerks at a salary of $2,420 each per
annum; custodian of voting machines at a salary of $2,900 per
annum; three deputy custodians of voting machines at a salary
of $2,660 each per annum; three typists at a salary of $1,815 each
per annum; one stenographer at a salary of $2,300 per annum.

(1)    All such salaries in Baltimore City shall be as established in
the ordinance of estimates in Baltimore City, except that they may
not be less than as specified hereinabove in this subsection.

(2)    The chief clerk, with the approval of the board shall from
time to time secure such temporary assistants as may be necessary
for the proper transaction of the business of the office, and the mayor
and city council of Baltimore shall provide not less than five thou-
sand dollars ($5,000) annually for the compensation of these tem-
porary assistants.

(3)    Nothing in this subsection shall be so construed as to prevent
the board from requiring any of the above mentioned employees to
perform such duties as the board may, in its discretion, deem advis-
able.
