(1) "Ballot" or "ballots" means paper ballots or absentee ballots,
or the labels which appear on the face of voting machines, which-
ever context would be appropriate.
(2) "Board" means one of the various boards of supervisors of
elections in the subdivisions of the State and the members thereof.
(3) "Board of Registry" means two persons of opposite party
affiliation duly appointed to act as registrars.
(4) "Candidate" means any person who files a certificate of
candidacy for any public or party office.
(5) "Contributions" means the gift, transfer or promise of gift
or transfer of money or other thing of value to any candidate, or
his representative, or a representative of any political party or
partisan organization to promote or assist in the promotion of the
success or defeat of any candidate, political party, principle or prop-
osition submitted to a vote at any election.
(6) "Election" means the process by which voters of the State,
or any county or city thereof, vote for any party or public officer
pursuant to the laws of this State or the United States, any con-
stitution or constitutional amendment, public law, public act or prop-
osition and unless otherwise indicated shall include all elections,
primary, general, special, local, Congressional, Presidential, or state-
wide. It does not mean any municipal election other than in Balti-
more City unless otherwise specifically provided for in this article.
(7) "Expenditure" means any gift, transfer, disbursement or
promise of money or valuable thing by any candidate, treasurer, or
other agent of such candidate, political party or partisan organiza-
tion to promote or assist in the promotion of the success or defeat
of any candidate, political party, principle or proposition submitted
to a vote at any election.
(8) "General election" means that election held on the first
Tuesday after the first Monday in the month of November, at which
the voters of the State vote for candidates for President of the United
States or Governor and in Baltimore City, this means the municipal
election for Mayor held on the Tuesday next after the first Monday
in November in any year in which a municipal election is to be held
in the city.
(8A) "INDEPENDENT" MEANS ANY VOTER WHO HAS
DECLINED TO AFFILIATE WITH A POLITICAL PARTY EN-
TITLED TO NOMINATE CANDIDATES AT A PRIMARY ELEC-
TION OR IN A PRIMARY MEETING.
(9) "Infamous crime" means any felony, treason, perjury, or
any crime involving an element of deceit, fraud or corruption.
(10) "Judge" means any person designated as a judge of election
and shall include book judges and machine attendants.
(11) "Majority party" means the party whose candidate for
Governor received the highest number of votes at the last preceding
general election. The "principal minority party" means the party
whose candidate for Governor received the second highest number
of votes at the last preceding general election. The majority party
and the principal minority party shall together constitute the two
principal political parties.
