46.

The County Commissioners of Howard County are authorized to
borrow from time to time on short term notes from any bank or trust
company in the County a sum not to exceed at any one time the
amount of [two hundred and fifty thousand dollars ($250,000)]
five hundred thousand dollars ($500,000) to meet expenses incurred
in the operation of the county government. They shall pledge the
full faith and credit of Howard County as security for these notes.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 379
(House Bill 1124)

AN ACT to waive the provisions of Section 9 of Chapter 743 of the
Laws of 1965, relating to the time by which projects contained in
the General Construction Loan of 1965 must be placed under con-
tract, insofar as the provisions of said section applies to item (c)
(5) in said Construction Loan Act, which provides certain monies
for the restoration of the old court house at Port Tobacco.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 9 of Chapter 743 of the Laws of 1965,
be and they are hereby waived insofar as they impose a time for
placing under contract item (c) (5) of Section 5 of said Chapter,
said item, making available one hundred thousand dollars ($100,000)
for the restoration of the old court house at Port Tobacco. With the
waiver of these provisions so applied to this item, there shall be
allowed an additional period of two years, beginning on the effective
date of this Act, for placing the restoration of the old court house
at Port Tobacco under contract, and after this two year period the
provisions of Section 9 of said Chapter shall be fully effective and
applied to this item.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.
