comprehensive statement of all receipts and disbursements of County
funds by the officials whose finances are being audited, within the
fiscal year being audited, property grouped and classified, together
with such comparisons, suggestions, and criticisms in connection
therewith, and as part of his report, as will give the citizens and tax-
payers of said county an intelligent understanding of all receipts
and expenditures of County funds, and together with recommenda-
tions, if any, as to systems of bookkeeping and accounting; and any
resident of said County may upon request inspect said report; and
said Commissioners shall cause said report to be published for such
period as they shall determine, in a newspaper or newspapers
published in said County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Section 193 of
the Code of Public Local Laws of Howard County (1965 Edition,
being Article 14 of the Code of Public Local Laws of Maryland),
title "Howard County," subtitle "Metropolitan Commission," as
added by Chapter 712 of the Acts of 1966; amending the laws
relating to the power of the Metropolitan Commission to adopt
rules and regulations to provide that such authority shall be ex-
ercised jointly by the Commission and the County Commissioners,
acting as the Plumbing Board and to provide penalties for viola-
tions of any rules or regulations so adopted.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 193 of the Code of Public Local Laws of Howard
County (1965 Edition, being Article 14 of the Code of Public Local
Laws of Maryland), title "Howard County," subtitle "Metropolitan
Commission," as added by Chapter 712 of the Acts of 1966, be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
193.
The Commission along with the Board of County Commissioners
of Howard County acting as the Howard County Plumbing [Depart-
ment] Board shall establish a set of rules and regulations which
shall govern what materials shall be permitted to flow into and
through the public sewer systems and also establish which pipes
leading from residential, farming and commercial properties shall
be allowed to be connected to and into said sewer lines in Howard
County. Inspection and enforcement of these rules and regulations
at on-site inspections shall be the responsibility of the plumbing De-
partment and the off-site inspections shall be the responsibility of the
Commission. Both the Commission and the Department shall work
