The Department shall not suspend a license for a period of more
than one (1) year and upon revoking a license shall not in any event
grant application for a new license until the expiration of three (3)
months after such revocation; and it shall be mandatory to wait a
period of one (1) year upon the second (2) and subsequent revoca-
tion before granting application for a new license; provided, how-
ever, that the Department may, after notice and hearing, suspend
for an indefinite period the license of a person whose physical or
mental condition is such that he cannot drive safely. The provisions
of this section shall not apply to or affect the suspension of licenses
for failure to comply with the financial responsibility provisions of
this article.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

CHAPTER 295
(House Bill 792)
AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding Three Million
Six Hundred Fifty Thousand Dollars ($3,650,000.00), the proceeds
derived from the sale of the certificates of indebtedness to be used
for the acquisition, by purchase or condemnation or any other
legal means, of land or property in the City of Baltimore and
establishing thereon or therein, or on or in land or property now
or hereafter owned by the Mayor and City Council of Baltimore,
new parks, playgrounds, playfields, playlots, recreational centers
or recreational buildings; and for the design, redesign, develop-
ment, redevelopment and improvement of park, school and other
properties now or hereafter owned by the Mayor and City Council
of Baltimore for park or recreational purposes; and for the acquisi-
tion, construction, reconstruction, installation, erection, protec-
tion extension, enlargement, renovation or modernization of, and
additions to, public park or recreational buildings, structures or
facilities; and for the acquisition and installation of equipment for
any and all new facilities authorized to be constructed, erected or
established under the provisions hereof, and for doing any and all
things necessary, proper or expedient in connection with or per-
taining to any or all of the matters or things hereinbefore men-
tioned; authorizing said municipality to submit an ordinance or
ordinances for said purpose to the legal voters of Baltimore City,
and providing generally for the issuance and sale of said certifi-
cates of indebtedness.
Section 1. Be it enacted by the General Assembly of Maryland,
That:
(a) The Mayor and City Council of Baltimore be and it is hereby
authorized to create a debt, and to issue and sell its certificates of
