to pay any or all interest falling due before the next tax levy out of
any other funds at its disposal and to include in the next levy the
amount necessary to reimburse such other funds. Should any of the
persons designated to sign said bonds be unable for any reason to do
so, the Board of County Commissioners shall by resolution authorize
the execution thereof by some other member or officer of said Board,
and such execution shall be valid and sufficient for all purposes as if
the bonds had been executed by the person or persons originally
designated therein. Should any person signing said bonds die or
become incapacitated, or should he cease to be an officer or a member
of the Board, before the delivery of the bonds, such signature shall
nevertheless be valid and sufficient for all purposes and shall be
equally effective to bind the Board of County Commissioners of
Worcester County as if delivery had been made before such death,
incapacity, or expiration or other termination of the term of office.
All bonds issued under this Act and the interest thereon shall be
forever exempt from State, County and Municipal taxation in the
State of Maryland.

And be it further enacted, That the proceeds from the sale of said
bonds shall be paid to the County Treasurer and shall be set apart by
him in an account or accounts, to the credit of "Public School Bonds
of Worcester County of [1966,] (inserting the year of issue)," and
shall be disbursed by him only for the purposes herein authorized,
and upon the joint order of the County Commissioners of Worcester
County and the Board of Education of Worcester County, provided
that any accrued interest and/or premium received from the sale of
said bonds may be applied to the payment of the first maturing
interest of said bonds.
All contracts for the purchase of sites for schools and for building
of schools shall be in writing and shall be executed jointly by the
County Commissioners of Worcester County and the Board of Edu-
cation of Worcester County.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to authorize and empower the County Commissioners of
Worcester County, from time to time, to borrow not exceeding
Three Million Dollars ($3,000,000.00) in order to finance the con-
struction, acquisition, improvement or extension of public schools
in said County, as herein defined, and to effect such borrowing
