"County Commissioners," subtitle "General Provisions," to follow
immediately after Section 11A thereof, and to read as follows:
11B.
The county commissioners of Cecil County shall have the power
by resolution or ordinance to adopt, and to amend from time to time,
rules and regulations for the control of air and water pollution and
industrial waste in EMANATING FROM THE LAND AREA OF
that county, to provide for the appointment of inspectors for the en-
forcement thereof and to provide penalties for the violations of such
rules and regulations.
No ordinance or resolution shall be adopted by the county com-
missioners under the powers conferred by this section until a
summary of such proposal has been advertised in one or more
newspapers of general circulation published in the county, not less
than three weeks with a date specified therein; giving an opportunity
for hearing any protests or objections thereto and stating that copies
of such proposed ordinances or resolutions may be obtained on
application to the clerk of the county commissioners.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Sections 6(d),
18, 19(1), 102, 108(7), 119(a) and 120 of Article 52 of the
Annotated Code of Maryland (1964 Replacement Volume and 1966
Supplement), title "Justices of the Peace," subtitles "Civil Juris-
diction," "Criminal Jurisdiction," and "Trial Magistrates System,"
respectively, and to add new Sections 25G and 125D to said
Article and title of said Code, subtitles "Criminal Jurisdiction,"
and "Trial Magistrate," respectively, and to follow immediately
after Sections 25F and 125C, respectively, and to add new Sections
288B to 288-O, inclusive, to the Code of Local Laws of Cecil County
(1961 Edition, being Article 8 of the Code of Local Laws of
Maryland), title "Cecil County," to follow immediately after
Section 288A thereof, and to be under new subtitle "People's
Court," providing for the establishment of a People's
Court of Cecil County, defining its jurisdiction thereof, granting
it certain powers, and providing for certain procedures, providing
for the appointment, duties and compensation of a judge, sub-
stitute judge, chief clerk, assistant clerk, and committing magis-
trate of such court, providing a pension system for the judges,
abolishing the office of trial magistrate and substitute trial mag-
istrates in the county and generally dealing with the establish-
ment of a People's Court in* Cecil County.
