Local Laws of Maryland), title "Kent County," to follow immedi-
ately after Section 447 thereof, and to be under the new subtitle
"Shoreline Commission," creating the Kent County Shoreline
Commission, providing generally for its members, powers, and
duties, and the recordation of a plat showing construction done or
to be done under this Act, and relating generally to certain work
or construction on or along the shoreline of Kent County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 448 be and it is hereby added to the Code of Public
Local Laws of Kent County (1959 Edition, being Article 15 of the
Code of Public Local Laws of Maryland), title "Kent County," to
follow immediately after Section 447 thereof, and to be under the new
subtitle "Shoreline Commission," and to read as follows:

(a) The Kent County Shoreline Commission is created. It shall
have five members, who shall be appointed by the County Commis-
sioners to serve for terms one, two, three, four, and five years on the
original appointment, and each subsequent appointment for a 5 year
term, or until their successors are appointed and have taken their
positions. The President of the Board of County Commissioners of
Kent County shall be an ex offlcio member of the Commission. From
time to time the members of the Commission shall select their
Chairman. Vacancies among the appointive members shall be filled
by the County Commissioners for the unexpired terms. Any person
may be reappointed to the Commission for successive terms. The
County Commissioners shall select the members of the Commission
from lists submitted by the Kent County Watermen's Association,
Department of Parks and Recreation, and the Kent County Farm
Bureau. The County Commissioners shall appoint a person or persons
from the lists thus submitted to them and in their discretion at any
time they may request additional lists of nominees. All appointees
shall be residents, property owners, and registered voters of Kent
County.
(b) Members of the Commission shall not be paid any compen-
sation for their services, but may be remunerated for reasonable
expenses incurred in their duties. The Board of County Commis-
sioners of Kent County shall pay the proper and necessary expenses
of the Commission. A quorum of the Commission shall be any three
members thereof, but no permit may be issued and no resolution
may be adopted under this section, without the affirmative vote of at
least three members of the Commission.
(c) The Commission shall have the duty of regulating and deter-
mining bulkhead lines, shorelines, and fill lines along the shorelines
of Kent County. No person, association, or corporation may con-
struct or reconstruct a bulkhead, or change a shoreline, or make a fill,
along the shorelines, without a permit for such work from the
Commission.
(d) Application for any such permit shall be made to the
Commission, on forms prepared by it, giving full details of the
proposed work or construction. The Commission thereupon shall set
a time and place for a public hearing on the application, to be at
least fifteen days later, at which the applicant and any other
interested person may offer information and testimony.
