the budgets of the various agencies and departments occupying the
buildings for such expenses as may not be adequately provided for
within the respective budgets for the operation and maintenance of
these buildings. The above transfers, if necessary, are to be effected
by the budget amendment.

Sec. 6. And be it further enacted, That any funds included in
this budget for the care and treatment of the physically ill, mentally
ill and mentally retarded may, by approved budget amendment, be
transferred to the State Department of Health in order to earn
Federal participation under PL 89-97 (Medicare and Medicaid).
