THAT A PORTION OF SUCH POSITIONS AND SALARIES AND
WAGES AS ARE NECESSARY TO MAKE POSSIBLE THE COM-
PLETION AND MAINTENANCE OF THE INTERSTATE SYSTEM
OF HIGHWAYS IN THE STATE, SUBSTANTIALLY ALL OF WHICH
YET TO BE COMPLETED ARE IN BALTIMORE CITY, AND TO
